The new file format is many things: complex (since every single change is stored), encrypted (for your privacy), and compressed (to reduce space and more importantly upload time). How it differs from the old file format I don't know, as Google never published details of how their Realtime API worked. Quite possibly they are very similar, as programmers often solve the same problems in very similar ways.
However if you're actually asking about the format of the scripts stored within those files, then it's completely unchanged.
Oh, the joy of working for many months on something, after which (if everything goes really, really well) no-one can tell you've done a damn thing. Sigh.
